Not every bathroom renovation requires a permit. Cosmetic work — painting, replacing fixtures with same-size fixtures in the same locations, replacing flooring, installing new mirrors and accessories — does not typically trigger permit requirements in Ontario municipalities.

What the Process Looks Like

Moving walls always requires a permit, regardless of whether the wall is load-bearing. Permits provide the framework for an inspector to verify that framing, insulation, and vapour barriers meet Code, which protects you and future occupants.

Plumbing relocation requires a permit and a licensed plumber. Moving a toilet, relocating the shower or tub, or rerouting supply lines is a permit scope. The permit process ensures the drain and vent sizing, slope, and trapping configuration meet the Ontario Plumbing Code, which is particularly important below-slab in basement bathrooms.
